The European Charter of Regional Self-Government grant permission for cross-border cooperation of regions similar to those contained in the European Charter of Local Government.
According to the Charter region is a self-governing entity carrying its own policies and international cooperation. Regions should be empowered to create their own laws within certain rules stated of individual EU Member States.
Foundation of regional self-government
- The principle of regional self-government should be recognized in the Member State constitution in the widest possible scope.
- The scope of regional self-government should be specified only by the Constitution, the statutes or internal or international law.
- Laws, defining the scope of regional self-government, should as far as possible ensure the protection of regions, procedures or conditions for their implementation.
Objectives and principles of regional policy
Regional policy focuses on three specific objectives: economic, social and environmental. The primary task of regional policy is the optimal use of resources localized in the area and coordination of all the economic and social processes.
The activities carried out within the framework of the regional policy are intended to create optimal living and working conditions for the people of the whole country, equal opportunities and prosperity.
